This paper, published by the DCED in 2011 considers how political economy issues affect donors’ efforts to support business environment reform, and suggests ways in which practitioners can address these issues. It is aimed at PSD professionals - specifically those engaged with business environment reform.
The first section uses four countries (Azerbaijan, Bosnia and Herzegovina, Rwanda and Uganda) to illustrate the types of political economy challenges that development practitioners might face. The second section considers how political economy issues affect donors' efforts to reform the business environment. Sections three and four consider various approaches that business environment reformers can use to address political economy challenges. Examples of good practice, a list of tools, as well as practical tips are included. Section five provides a typology of political economy issues faced by business environment reformers, and the ways to deal with each of these issues.
